We can only assume this is because the Xbox One lacks the necessary processing power, although we’ve never thought of that option as being a particular strain before. The biggest problem with the Xbox version though is that weirdly there are no time controls at all, so you can’t fast forward when nothing is happening. Trying to do it all by hand is just too fiddly, and can cause major problems later on if you make a hash of it. Inevitably the controls are also less than ideal, and although developer Tantalus has done reasonably well making everything work on a joypad there really needed to be some sort of grid system for laying down roads, pipes, and powerlines. There is a lot of fun to be had playing around with the policies and district settings but the game itself is rather standoffish and unstructured. But unfortunately this Xbox One edition only includes the contents of the first one, called After Dark. It’s a real shame that natural disasters aren’t in the game, because they were added in a subsequent PC expansion pack. The flispide to all this power and flexibility is that Skylines offers little in the way of defined challenge. Original developer Colossal Order are Finnish, so the game is often more liberal than the American-made SimCity – although only if you want it to be.
Policies can be applied to the whole city as well, and cover everything from whether you can smoke or not to the local farming laws.

Together with the ability to set district-specific policies it’s then very easy to create working class areas with free public transport or high-end residential areas with strict recycling and green laws. Your other most powerful tools are districts and policies, with districts working very much like zones but used to define your own customised boundaries. In what was originally a reaction to EA’s failed 2013 SimCity reboot, Skylines emphasises zoning distinct commercial, industrial, and residential areas as its key gameplay element.
